Define street legal, it's such a vague term these days it's really hard to answer the question. Based on emissions? The sound volume? Or?

It should pass inspection, because it does not replace catalytic converters or anything that would make it not pass inspection. The only thing is that it might be too loud in F1 mode, but the beauty of it is you just switch it to silent mode and you're fine.
