Exact same thing happens to me. Same frequency, etc. I have no idea what's going on. One minute, everything is quiet, then I pull up to a light, next to another car, and there goes that high-pitched sound. Any help out there?

Same in my case. It typically goes away for a while after some highly spirited driving or a high pressure wheel wash. Would some different brake pads help?
