They are both supposed to come on in two speeds...I would check the relays...Jason

The terminals will be discolored like the bottom of a cooking pan...Blued or brown colored...I wouldn't use any from NAPA..Google 2004 Range Rover air suspension relay...Get OE BMW and use two of those..Jason

Yeah, it could be a bad fan...They hold up pretty good, but it is possible..You could jump the relay and check for power and ground at the connector..J

That doesn't look good...Yes you can jump the resistor.
