I was missing both of these bolts. Previous owner had used a simple thru bold solution, where a shoulder bolt that rides on and pivots on the bushing in the opposite part, is needed.
The bolts I am talking about hold the middle bow of the convertible top to the main top mechanism. They allow it to pivot forward and back. You might find other articles that talk about the importance of having elastic straps that keep this bow pulled back, so it does not bind. Well it also need to stay bolted, while being able to pivot.
