Yes it can be. I lived there for two years near Yotsuya/Shinjuku and in Asagaya/Suginami-ku. Great place and I hope to buy a condo there someday as I love the city. I toured The Tokyo Towers models two years ago when I was visiting a friend.

It constantly reminded me how their designers are far superior to here in use of space. That building's units make the new developments in San Francisco look like crap.
